Prime Minister Pham Minh Chinh inspects social housing construction project

On July 30, Prime Minister (PM) Pham Minh Chinh and leaders of central ministries and branches worked with Bac Ninh province on the implementation of the project “Investing in building at least 01 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030” and deploying a support package of VND 120 trillion according to Resolution No. 33 of the Government.

Joining the delegation were Mrs. Dao Hong Lan, Member of the Party Central Committee, Minister of Health; Mr. Dang Quoc Khanh, Member of the Party Central Committee, Minister of Natural Resources and Environment; Mrs. Nguyen Thi Hong, Member of the Party Central Committee, Governor of the State Bank of Viet Nam; leaders of Central ministries and branches.

For Bac Ninh province’s leaders were Mr. Nguyen Anh Tuan, Member of the Party Central Committee, Secretary of Provincial Party Committee, Head of Provincial Delegation of National Assembly Deputies; Mrs. Nguyen Huong Giang, Deputy Secretary of Provincial Party Committee, Chairwoman of Provincial People's Committee; Mr. Dao Quang Khai, Members in the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee and leaders of relevant departments, branches.

Up to now, Bac Ninh province has implemented 51 social housing projects for low-income people, housing for industrial park workers, with a total land area of about 157 hectares, a total floor area of about 3.9 million m2, meeting 46,500 apartments for about 180,000 people.

Under the Project “Investing in building at least 01 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030”, Bac Ninh province will develop 30.671 apartments in the period of 2021 - 2025 and 41.514 apartments in the period 2026 - 2030.

 After the project is approved, the Provincial People's Committee directed the departments, branches and localities to inspect, review and promptly remove difficulties and obstacles for investors in the process of project implementation; as well as review the planning to determine the land fund for investment in construction of social housing. Thereby, about 95 hectares of land are identified for investment in the construction of basic social housing to meet the targets of the social housing development plan for the 2021-2025 period.

Regarding the implementation of a preferential credit package of VND 120 trillion, the Provincial People's Committee urged the Department of Construction to summarize the loan needs of investors; review each specific case and guide the investors to complete the dossier, ensuring that they are eligible for loans as prescribed. Accordingly, there are 06 projects with a total investment of more than VND 14.533 billion with the expected loan amount of about VND 3.381,33 billion.

Currently, qualified investors are actively working with banks to access and disburse loan packages, quickly implement projects according to regulations, and meet the objectives of the proposed project. .

 Bac Ninh proposed to the PM and leaders of central ministries and branches to study and amend regulations, mechanisms and policies related to investment in construction of technical infrastructure, synchronize social infrastructure in large-scale social housing projects, ensuring the goal of reducing social housing costs, in line with the income and affordability of social objects, as well as issue a set of inter-connected administrative procedures to carry out investment, construction, development and management of social housing, to ensure continuity, inheritance, accuracy, publicity and transparency; shorten the time to carry out procedures for construction investment, operation management, credit support, building a database of beneficiaries of social housing policies...

Prime Minister Pham Minh Chinh affirmed that the development of social housing is a right policy, which is being implemented with great interest by the Party, Government and State to support workers.

The PM acknowledged and praised Bac Ninh's social housing development results. For the difficulties, problems and proposals of the province, he assigned the Ministry of Construction and members of the Government's working group to coordinate with Bac Ninh to remove, make points, and then replicate it nationwide.
